In Code Geass there was no secret organization, everybody knew about it.
It's like saying ISIS is a secret organization which is also not true.
And the clothing isn't similar.

Eminence is a parody of isekai trash. The anime is just a shitty and lazy adaptation. This is not comparable to code geass at all, they are nothing alike

Eminence in Shadow is SUPPOSED to be a parody of every common trope in any isekai.

That's why Cid's "bucket list" contain every possible imagination of every situation an edgy kid want to do, eg:
- Being OP (thats why he train his body so much in our world, and now train his magic in isekai)
- Being a leader of (made up) secret organization that fight another secret organization (that is somehow getting real even though he know nothing about it and just bullshitting from the very start. He thinks he only fight bandits the whole time)
- Saving the whole school & being a (hidden) hero
- Looking cool while standing at top of the tower like Batman
- Waiting your subordinate in a fancy room with expensive glass of wine at hand
- Looking weak the whole time and then reveal your true strength at perfect time (still waiting for it).
etc...

This supposed to be the main theme of it (and it does explicitly shown in manga & LN). BUT the anime choose to be vague about it and show the edgyness as pure edgy & cool, not edgy & funny. Hence we get this dumb obvious question that need to be asked...The answer is yes. Yes it is.

It's not a direct parody of a show, it's more of a parody of a bunch of tropes. Like "a mastermind behind the scene" or "rule of cool", something that Code geass plays it straight.

I doubt its a parody of code Geass. The protagonist in code Geass was actually intelligent and a lot of his moves and strategies were well calculated. The protagonist in eminence just goes along with whatever's happening without any actual goal in mind while his main focus is to not look like a 'Main character'.
